The reason that contests always say "no purchase required" stems from FCC rules that deem non-state lotteries are illegal. So, to avoid the technicality of the contest becoming a lottery they offer the ability to get your submission into the contest free of charge, so no lottery and therefore it is legal! Problem solved.
